Copied from the rule book, "a magazine may be retrieved from a front pocket to facilitate loading before the start signal or while unloading at the end of a COF without penalty."
So before the Standby command and after unloading it is still safe to say that, that it is still a legal move.

I'm guessing "APPENDIX D4 ? Production Division", Restriction on position of holster and other equipment: See Appendix E3 which says, "Foremost limit for gun, holster and all equipment behind the hip bone."

I learned something.  I assumed you could have gear there but not use it during COF.  Oh well, it is much easier to enforce this way.  Anything in front of the hip bone and you will be in Limited or Open (or Revolver).

Ironic twitch- yes that was his reply. It is legal to put a pouch in front as long as you don't use it and referenced E3.
