Does anyone make an extension for P10C magazines that gets them to the 23+1 that is standard for USPSA Carry Optics Division?

None that I found. What I did was get a P-09 mag and added a Springer Precision basepad, the one they sell as a 140mm mag extension, plus the grams follower and spring. Got me to 23 rnds and fits the EGW mag gauge.
Shield Arms makes a nice +5 basepad for the P10C mag, but only holds 20 rnds and is about .250? shy of the 141.25mm max length.
Advantage of the Shield Arms on the P10C mag is it is flush with the bottom of the magwell and prevents overinsertion. The P-09 mag with SP basepad sticks out some, so if you reload vigorously at slide lock (I know, I know, what are you doing reloading from slidelock in CO division...) you run the risk of bending the ejector.

Slide lock reloads happen. Not often and not something you should plan on. But it wouldn't be hard to start with the 23+1 and then reload with the 20. What I would probably do is make some kind of plastic/rubber sleeve between the top of the base pad and the right bottom of the magwell. Maybe CZC or CGW will design something like with S&W has for M&P compacts.

I typically start with the P-09 mag for 23+1 at the start, then reload to a P10C mag with Shield extension.
But I?m taking a break from CO for a while, back to shooting irons with my Shadow 2 in Production.

S&W has a sleeve that goes on their full size mags to use in their compact guns. I'll probably modify a few of these to avoid the over insertion problem.
I'm waiting for the Oregon legislature to get out of session so I know how much my liberty will be infringed before buying more parts. So I'm not in a hurry.
