Although the magazine capacity of the P-09 magazines is advertised as 19 rounds, mine can not hold more than 18 rounds. The magazine spring may be pretty stiff, but even when using a maglula loader, 18 rounds is the limit. Before receiving any comments; yes I'm loading regular 9 mm rounds in my 9 mm magazines ;) ;D
The magazines are marked with the CZ logo and "9 mm" at the front and they feature witness holes (2->19) at the back of the magazine. The gun was manufactured in 2018.
Are there other shooters having the same issue? Is this the result from a (possibly modified) follower? Something else?
For me this is not a big issue as 18 rounds is well sufficient but I feel somewhat uncomfortable having bought a gun with overrated magazines. The gun however is a keeper !!!

I get 19 in mine just fine. I wonder if there's something odd about the followers in yours.
So far, the only capacity issues I've had have been with the 14 round CZ75 .40 S&W magazines. I could get 14 in them (12 rounder with a +2 base advertised and sold as a 14 round magazine) but had to smack/beat them into the pistol (a new CZ75 B .40). Load 13 and they acted normal. Removed the +2 bases and loaded 12 and they acted normal.
I put +2's on the P09 and P07 magazines and got two more in each one of them, no issues.

My guess is that spring might me be issue. Perhaps it needs sometime to be able to compress more... or will stay like this forever... ??? Have you tried to reassemble it? Why do you think about "possibly modified" follower? Was it a new handgun?

I disassembled the magazines and they look just as one can expect. ("normal" spring, follower, base plate...). Noticing that some P-09 magazines look different (witness holes at the right side instead of the back) I wondered if CZ might have changed the design of the spring or the follower?
I bought the gun brand new about 2 months ago.
In the past I owned several hand guns (Benelli B76, Walther P5 - P88 - P99 - PPK/S) but never had that kind of issue (although the Benelli magazines really sucked, FTFs)

Hard to find correct answer... My concerns are always the same - buying 2018 product in the middle of 2020... ??? perhaps it's just me (I don't trust anybody and anything).
Anyway, my suggestion is lube mag well, load 18 and use it. Check in few months if you can add 19th round.

Contact CZ USA and tell them what the issue is. They'll likely swap out the mags for you.

Load it full and let it sit for a while. The P series CZs have pretty strong springs. You could also pull the followers and trim off the legs to allow one more round. You have to round the one of the front corners because it hangs up in the magazine release notch as you get about 5 rounds in. Did it to all of my mags and they still lock the slide back.

I added a inexpensive 2 + base plate load it 20 and it works fine . I could not get 19 into my oem mag with the holes in the side instead of the back .My P-09 is circa 2014 .

In P09 you must cut some plastic from follower, in my p09 there was same problem, magazines holds only 18 round. 5 minutes with sharp knife and sandpaper and finally I can put 19th round to magazine.
