When a front sight is advertised and a height given,, is that dimension from the top of the slide, to the center of the dot??

Typically no.
Cz custom front sight heights are the total sight height from the base (including the dovetail). This gets tricky because there are two different dovetail depths the standard depth of 0.085 for 75b variants and 0.060 for shadow and sp01 variants.
Dawson lists there front sight heights as the total blade height above the slide (not including the dovetail). This makes it easier to calculate changes needed to adjust point of impact changes.

Cz has two 75 series dovetail depths, 0.085 and 0.060. It's because some variants have bull barrels I think.

Yeah. It's confusing. Each of these 3 vendors measures differently:
-Dawson - measures from the top of the slide (excluding the dovetail) in inches.
-CajunGunWorks - measures the entire height (including the dovetail) in inches
-CZ Custom - measures the entire height (including the dovetail) in MM.
