I have to wonder if level of 'difficulty' should be weighted in all cases, not just as a tie-breaker.

You have obviously put a lot of time and thought into developing a fair and comprehensive evaluation platform and my hat is off to you.

I am looking forward to your future video's of other LE qual courses which might give indicators of how demographics and finances might figure into the type of qualification course a state developes.

I considered that, but the problem I saw was that if fewer critical skills were required, even with a higher difficulty factor, shooters could concentrate on those skills (and potentially become very proficient at them) while simutaneously ignoring other skills that could be equally important in a gunfight. Fort that reason, I reserved the use of the difficulty factor for breaking ties while maintaining the number of critical skills required by the course as the initial determinant.
