I guess I missed my chance for an out of state bulk buy.

New news to me but I see CA AB 3071, which builds on AB 711 (no lead for hunting), proposes to prohibit the use of ammunition that is not certified lead free at indoor/outdoor ranges.

This basically buries the idea of reloading. You can't make your own ammo cause you won't be able to license it (even if you use lead-free components).
Very bad! Not everyone can afford private range.

Wait till you see the proposed changes coming up on the micro-stamping laws. Have to read it for yourself all the way through to believe it.

Well, microstamping idea is not achievable cause there's no technology for this yet. So, it's just wet fantasies which are not possible to implement.
But licensing ammo is unfortunatelly feasible and will impact everybody even those who reload.

Unfortunately micro-stamping is and has been part of CA's DOJ legal requirements for handguns. Fantasy or not.
Lead free ammo is just one more restriction we are facing in CA and I have little doubt it will be passed in Sacramento.
There are so many rules laws and regulations, I need a checklist just to go shooting.

I had considered moving to CA several times. Each time there was another piece of legislation I became aware of which would change my mind. Nonetheless, I kept considering it. Now the only thing I consider when CA is involved is what flight and hotel for my limited stay. Beautiful state, but oppressive legislation in some cases.

Infringed...for sure. They even try to pass rules through budget bills along with closing more prisons. Currently they have released 10,000 inmates and are adding another 8,000 over the next few months.
I can't even begin to express how out of line things are in CA. We have a lot of good people in this state that deserve better.
