I'm getting nervous!! CZ repair issue....

My friend bought a brand new CZ-527 a couple weeks ago. Before it was even fired, we found what appeared to be a ring in the bore. Upon firing it, the accuracy was 2"+. Not what he expected and what I told him these CZs were capable of. He returned the gun to the dealer to be shipped back to CZ. Here is an Email I sent Mike at CZ...

"Mike,

 I talked friend of mine, XXXXXXX,  into buying a CZ-527 American. I
have two Americans (222, 223) and I'm extremely impressed with them.  We
found one in a  gun shop over an hour from our homes with a fantastic piece
of wood. Although it was quite a distance from home, because the stock was
so nice, XXXXX bought this rifle.

 Upon getting the rifle home and inspecting it, we found a ring in the bore.
This ring can be easily felt with a cleaning jag and a tight patch and it
can be seen easily with a simple flashlight. The rifle will not shoot under
2". Every CZ rifle I've ever seen has done well under an inch so I know this
isn't acceptable.

 The rifle has been returned to the dealer and he is to ship it back to you
for repair.

The dealer is "XXXXXXX" in XXXXXXX, Massachusetts.

I'm writing  to you in that my friend does not have computer access and he
is very concerned that he gets his beautiful stock back with the rifle. His
concern is that the rifle will be replaced and he will lose this wood.

 Could you please look into this and let me know where it stands so I can
report back to Jeff.

Here is the reply I got today.....

"A ring in the bore is more than likely a result of shooting with an obstructed bore. The only cure would be to cut and crown the barel
behind the ring or re-barrel the action. This is not covered under warranty."

Should I be concerned? I wrote back to Mike to reconsider and get back to me........

This often neglected factor may arrive in the bulging of barrel: if a box of handloads with powder omited in one cartridge, old ammo, faulty cartridge, etc. may be the cause. If during your shooting sessions you shot a cartridge which sounded like a ''tud'' instead of a ''bang'' then a cartridge may have had a faulty powder and or primer(not enough hot to bring powder to ignite properly) but pushing the projectile up the barrel, when shooting the next shot pressure is increased dramaticly to the point of being dangerous for the shooter, both projectiles will exit the muzzle but leaving a tell-tale bulging of the barrel. Should you be nervous? You bet if the cartridges are at fault: were these handloads? Have you kept the brass: the brass may tell you what happened, did you have dificulty extracting a cartridge, check the face of your bolt: this to can be revealing. CZ barrel making process illiminates CZ fault. As your dealer expressed that this rifle was brand new or did you assume so since it was N.I.B.?

There is no bulge in the barrel. There was no problem with the 15 rounds fired through this gun. The exterior of the barrel is perfect. There is a ring on the inside of the barrel like the mandrel stopped momentarily during the hammer forging process. It is no deeper than the grooves of the bore. But it can be easily felt with a tight brush.
In any event, CZ is looking into it now and I'm sure they will do the right thing.
