I don’t think it’s normal at all.

I think early on some CZ frames were made elsewhere which would account for the lack of origin roll mark.

From CZ:

1980 was the first year of the "2nd generation" where the frames were indeed made in Spain. The frame was also beefed up a bit (the narrowed front part was reworked) and also there should now be a safety notch. In regards to checkering this is a bit hard to say, especially since yours may be one of the first gen. 2 batch.
