How to cut off Wolff Recoil Springs

I've seen several postings about using Wolff recoil springs and cutting them down to fit, but I haven't seen any specifics on how to cut them down.  What's the best way to do that, a Dremel cutoff wheel?

I use a regular wire cutter, but I have pretty strong hands.
The bold type giveth, the fine print taketh away.

I use a small pair of bolt cutters. Leaves a nice beveled end with  no burrs.
