body armor

This is probably an obvious thing, but if body armor encounters a round of higher level than it was designed for does it offer any protection at all or is it an either/or situation?

Just a guess but if clothing can make a difference than armor will certainly make a difference.  The question then becomes is it enough to be the difference between life or death.  Don't know but given the choice, I'll take the armor.

Too many factors to give a short answer. Bullet shape, caliber, velocity, weight, angle of impact are all critical info. A round nose 115gr 9mm moving at 10fps over the rating won't do much. A 300 Winmag shooting a 200gr FMJ at 3000fps might not be slowed very much at all.

Needs more info. Obviously, one must carry and wear Level IIIa plates in a PC at all times. Just in case.
