CZ-24 .380 slide release/return question

I have a question about my CZ-24 slide return after last round.

Empty magazine in the pistol and the slide is locked back.
The slide will only go forward if I remove the magazine.
Is this the standard operating procedure?

In the mean time I will search for a schematic now that I now my pistol is a CZ-24

Thank you for confirming that.

With my shooting hand I grip the front of the trigger guard using my middle finger and press my thumb against  the slide in front of the serrations than put my index finger over the top of the slide...sort of like a claw grip.

Than with my free hand drop the magazine and let the slide forward slowly.
