SBR the Bren, are you registering upper or lower?

This is a horribly stupid question probably, but I've never went through the SBR process. I understand with AR15's you register the lower, but with the bren do you register and serialize the lower (pistol grip) or the upper?

Unless I am mistaken, you always register the "serialized" part, be it upper or lower.
