Included cleaning rod and brush too short

Every gun cleaning instructions say, don't reverse the brush until it's completely through the bore.  Heck, even the CZ manuals say it.

So why does CZ package bore brushes that are too short to make it all the way through the bore?  I've got a CZ-40P and the Kadet adapter.  In both cases, the rods don't put the patches all the way through, and the brushes have more than a centimeter of brush left in the bore when fully inserted.

Any insight?

I generally use a regular pistol rod from a cleaning kit with the phosphor bronze brush attached.  When I do, I clean from the breech.  

However, when I use the CZ-supplied nylon bristle brush, I clean from the muzzle, being careful not to allow the wire handle to come into contact with the muzzle.  When used from the muzzle end, the brush reverses in the chamber where there is more room for the bristles to "change directions".  I also rotate the brush 1/2 turn while I'm changing direction.

But why does CZ include tools that can't do what they tell you to do?

I don't use the supplied bore brushes for just that reason.  I rely on the BoreSnake to do most of the cleaning or loosening of the big chunks.  Note to self - pick up a BoreSnake in 9mm/.38 Spl/.357 Mag.  The old one is wearing thin.
