Model 21 set triggers

I have several model 21 rifles with double set triggers. I know how they work. They do have a very heavy front trigger pull when used unset .Some although not great  can be used. I have taken them apart, one with not too bad a trigger and one that is horrible . I can not see any difference. Does anyone have any ideas on making the front trigger pull unset slightly better? Has anyone tried changing the sear spring?

Found a gunsmith who did  three model 21 double set triggers. He was able to make the front trigger pull usable for hunting use. The best one went from 12 lbs. to 4 lbs. The set triggers still work perfect.
