I am planning to give IDPA a try next month.  I have been reading the rules and I have a question.  What are they talking about in the following excerpt?

"There is NO provision for a slide down (speed reload) in IDPA shooting. All reloads must be either made from slide-lock or be of the tactical-load/mag. change with retention type. A shooter is deemed loaded and may move from a position of cover ONLY when the magazine is fully seated and the slide is closed or revolver cylinder is closed."

IPSC is not big on slide-lock reloads.   I've not shot IPSC but have several friends that do.

They generally reload whenever they want, and leave mags with rounds in them behind, if it helps speed up the completion of the stage.

If you count rounds, you can shoot your gun until there's a round in the chamber and the slide is shut.  If you then drop the empty mag and insert a new one, and continue, you've done a speed reload.

It would be fractionally faster, since you'd not have to release the slide.  

IDPA doesn't allow it.

IDPA tries to use practical moves in competition. It makes sense to top up your gun where there's a lull in a firefight. It's kinda hard to keep track of how many rounds you have left when somebody is shooting at you. This could mean that you still have rounds left in a mag. If you then need those rounds later it doesn't help much if you've dropped your mag in the dirt like they do in IPSC. Reloads are done behind cover 'cause the bad guys are not likely to wait for you to reaload while you stand in front of them waiting to be shot :D
