I just got a new P-01 with Cz logo laser grips.:D
Will be heading to the range soon.

When I de-cock the hammer, it goes to the half cock position.
Is this correct?

Welcome! Yes that is the way it is designed. You will notice, shooting the P-01, you suddenly are a MUCH better shot.

Have great fun, sir! Do remember the laser is there as an aid to sighting, not to replace it. Pax at corneredcat.com has an excellent read on how to employ laser sighting aides. Start off with the laser in the off position, to see how well the basic pistol works.
  Then fire up the beam!8)

always shoot the gun first before adjusting the laser, and have someone else test it out with you. i was at the range once and this guy was adjusting his laser on a sig p226 after every shot. i asked him if he needed help and he said, "this bleep thing is all over the place, i cant get the gun to shoot straight!"

he let me shoot the gun and i fired 3 shots into the X-ring. i was like, "nothin wrong with the gun, you just gotta take it easy... jerkin the trigger a lil too much"

his laser dot was 6 inches low and 3 inches left at 10 yards!! i couldnt even see the dot on the paper at 50ft but i could still hit bullseyes. point is, make sure your dot is lined up with the sights, dont play chase the laser :P
