Angus, how about asking CZ to make the Compact with an aluminum frame? I'm certain it would significantly increase the number they sell.
I wouldn't bet on a lightweight manual-safety compact CZ selling in larger numbers than the current steel compact.
Many of us are attracted to CZ at least in part because we desire the heft of an all-steel gun. All of my primary CCW pieces are heavy, all-steel guns: a CZ 75 Compact, a H&K P7, and a Colt Combat Commander. (The CZ is my EDC; others are backups when the CZ is down for maintenance.)
I myself have zero interest in the PCR and P-01, not only because of the decockers, but also because of the lightweight frame.
(Also, Angus has stated in the past that he doesn't really have much pull with CZ-UB. After all, the US is but one facet of the international market, and Angus is most associated with US competition shooters, which are themselves only a small portion of the US-based market. If there is a sizable police force or military organization that desires a compact, lightweight framed 9mm pistol with a manual safety, then we'd stand a pretty good chance of seeing your ideal pistol arise from CZ. Otherwise, not so much, methinks.
