SBR form 1 for Scorpion

One of my favorite YT creators, MrGunsNGear, created a helpful video walkthrough of an ATF efile form 1.  He was submitting a form one for his Scorpion Evo.  This leads me to believe that he's pretty certain that the ATF will let him SBR that pistol.  I was under the impression that the pistol would fall under 922(r) restrictions when you make a rifle out of it.  What are the rules about 922(r) if you're making a rifle from an imported pistol?

CZ-USA has asked ATFE for an offical ruling on SBR the Scorpion without running afoul of 922(r), but ATFE hasn't made this ruling yet. If 922(r) does apply, then CZ-USA will have to get some manufacturing equipment in to make enough domestic parts to play the "ten or less" game. if not, my Form 1 will be completed as soon as I can scrape up the $200! Well, that and actually GET a Scorpion...:)

This is extremely timely for me personally.  While I haven't been able to snag an EVO yet, I am going through the same motions on a Form 1 in regards to a CSA VZ58 762 Pistol.  Luckily(?) for me there are US parts available to play the 10 part game on my pistol.

A response to CZ from the BATF in the positive, along the lines of the ATF's "Nixon response letter" (regarding the import and SBR of a fully built an complete long rifle by shortening the barrel), would be a key decision for all complete import pistols.  If CZ got the green light on this pistol for SBR it would set precedent for SBR of any semi-auto legal import pistol.

My last paper Form 1 took 3 months to process. efile is closer to 30-45 days.

I just asked my ffl about SBRs -- they also does a lot of class 3 stuff.  And they said it's more than 6 but less than 9 months now typically.

eFile and /or trusts process are much faster.

New files should be down to under 6 months to get a Stamp back according to several reliable sources. ( Baring any unintended consequences resulting from Bloomberg, Feinstein or the POTUS shenanigans -- driving more citizens to buy more)
