CZ83 mags only hold nine rounds

My brother just got a new CZ83. The mags are supposed to hold 10 rounds but they only hold 9. I don't think it's a matter of breaking in the springs. I've had really stiff Sig magazines that took some breaking in but you could still get all the rounds in. With the CZ83 there seems to be hard resistance at 9.

Also, when the mags are loaded up with 9 rounds, a few of the rounds rattle loosely as if they're not under tension even though they're packed in tight. Weird. 

Any thoughts?

Standard mag capacity of CZ 82 Mak and 83 9mmBr.Court (.380ACP) is 12 rounds. So your mags have to be "calofornicated" into 10 - probably not quite successfull... check that "capacity block".

When I bought my NIB CZ83 it came with TWO (2) California mags.  I found that you can only get NINE (9) to go into them.

Since I'm not in California, I bought the normal mags and gifted the CA mags last Christmas to another forum member.

I also notice the rattling in the mags of both my CZ82 and CZ83. 

As it doesn't affect performance, I've chosen to ignore rather than obsess about it.

I have 12 round mags and if I hold them in my hand and jiggle them, they rattle. No problems with function. I do carry the gun some and just walking around I do not hear them.

Thanks for the replies, guys. Yeah, I'm in California so that means reduced capacity which, in this case, looks like 9 instead of 10 rounds. The rattle's kind of perplexing but I'm not worried about it. I don't think it affects function. We had some problems with the CZ83 jamming on the last trip to the range but I think that's because we were using crappy Aguilar ammo.
