Where can one get a CZ p 10 c?

Start at your local gun shop, and ask if they can find a distributor who has one, or contact CZ-USA to see who is an authorized factory dealer in your area. Some people have been on waiting lists for a while. The bigger box stores like BassPro and Cabelas put people on pre order, and if you have a good LGS who will receive for you, you can do the searching yourself through places like Buds Gun Shop, etc, online.

Availability is improving on the P10s.  Last week, a friend of mine that runs a LGS called to ask if I thought that FDE P10s would sell.  I told him that yes, they'd sell well, so he grabbed 13 of them off of his distributor.  I got the first one and the remaining 12 sold out in 5 days.  They are coming in, but do seem to disappear quickly.  Once the initial fever has passed, they'll become a bit more common.

I was first on the list at a LGS when I pre-ordered in January.
In March they canceled all pre-orders, since they could not get a confirmed delivery date.

On Monday I was perusing gunbroker, and saw one listed for retail...so I jumped on it.
Had it sent to the same LGS...they still don't know when they will receive any from their distributor, and they are a CZ dealer.
They do seem to popping up with more regularity, but I am sure as with all things CZ, it will be hit and miss for a while.

Didn't get to take it out yesterday evening, but am planning on sneaking out of work a little early today.
