I loaded 25 test rounds for powder charge with federal small pistol primers not a single issue. Measured seating depth and all were 0.003-0.0055. ended up loading 500 rounds to 128 PF.

If your primers are firing on the second strike, the problem is that they're not fully seated.  Period.  That's an easy diagnosis. 

Your trigger return spring has ZERO to do with how hard the hammer falls.
Yep, my buddy confirmed this week that there was indeed an issue with the press. The ramp was too close to the handle, thus couldn't seat deep enough!!

I may have 100% reliability with CCI and Winchester now :)
