I'd stick to using ball ammo. I've yet to see a penetration test yielding adequate penetration for any kind of JHP round in 9 Makarov. The International Wound Ballistics Association defined minimal adequate as 12.5 inches in bare calibrated 10% ballistic gel, and as 13.0 in such gel draped with four layers of heavy denim. Because penetration über alles (i.e., penetration trumps expansion), you use inadequate ammo at your peril and the peril of your loved ones.
