Newby with a 712 needs help

Hey folks...
I bought this a while back, shot it a few times, and it sat in my safe for a few years.
I pulled it out and went shooting, but I couldn't get any ammo to load. 
There is a red plug or something blocking it.
I did get it to move and it slid out of the barrel.
What is it, and what is wrong here?
