does it hurt to leave a PCR decocked for long periods of time? Mine stays in that position all the time other than when its at the range. I was wondering if this does anything to the hammer spring.

Nope, it is totally safe to store at half cock.  It's the same question about leaving magazines loaded, does that effect the mag spring?  Springs fail due to fatigue from the number of cycles and the amount of strain (movement) they are subjected to over their lifetime.
