Reading up on the 6.5 SE (Swedish) round and its history, it appears that FKBRNO chose it to have a custom projectile in that it had a low recoil compared to other sniper rounds and at the 2000+ f/s speed had a flat enough trajectory that it could be matched with a custom reticle scope to make sighting and aiming easier for the novice marksman.
The conical barrel in my opinion is to reduce the overall carry weight--a problem with a fully equipped conventional sniper rifle.
I'm curious though to get more details on their special rifling.
