I have two things going for me: Retired California law enforcement (with ID and 12020 PC CCW), and I lived in California since before the ban and possessed high cap mags legally both before and after the ban. When I moved out in 2007, I took the mags with me. Under statute, since I lived there before the ban and after, and possessed high caps legally, I can bring back high caps into the state legally. The burden of proof (by case law) is on them to prove I didn't possess them before the ban. If I had never lived there, they could do that presumptively. However, since I was California LE, and a FFL and dealer dealing in firearms and magazines before and after the ban, the presumption is on my side. I did in truth have boxes and boxes of different high capacity magazines, pistol and rifle, for guns I did not own at the time, but may have wanted to buy. I could possess any high caps, I just couldn't sell them after the 2000 ban.
Considering I retired medically after 20 years with a body so busted up (back, shoulders, wrist, neck, ankle -9 surgeries total) from on duty injuries, I have a 69% total disability rating, I earned the right.
