Eisenhower never warned about a "big government-academia complex" in his farewell address.
He did warn about "the domination of the nation's scholars by federal employment and project allocations, and the power of money", and he still supported the "traditional free university as historically the fountainhead of new ideas and scientific discovery".
As a counterpoint, he also warned of the possibility "public policy could become captive of a scientific-technological elite", and that it was the "task of statesmen to mold, balance, and to integrate these and other forces, new and old, within the principles of our democratic system -- ever aiming toward the supreme goals of our free society".
His truly emphatic warning (several paragraphs, about a third of the speech) was regarding the military-industrial complex.
