The Makarov is a fine pistol, and the Radom P64 is a great little shooter (albeit with a tough trigger pull) - they are both chambered in 9x18mm.
However ... I am not sure there really is any 'alternative' to a CZ82 in a C&R pistol. The CZ82 almost stands by itself in my book.
Keep looking. They are out there, but it seems that they are so well liked that I rarely see one for sale by an individual. I guess most folks that have one want to keep it. As 9x18mm Makarov ammo becomes harder to find in the USA, you will probably see more CZ82's for sale, but that does not help you now. I have not seen any in stock at AIM, SOG, J&G, or Classic Firearms for quite a while either.
Your best bets may be GunBroker or cruising pawnshops. If you find a CZ82 at a decent price, be prepared to pull the trigger, so to speak. It may not remain available for long.
I sold one in each of the last two Octobers for right at $270 a piece, with two magazines. Neither one had a flawless finish, but they were both excellent shooters.
