I believe a 'shortage' is only due to those calibers that aren't used by military forces. That is, 9mm will there always be plenty of, unless it goes so far, that you're running out of brass, to produce more cartridges. Or chemicals to make the gunpowder.
The 'shortage' is a result of the producers prioritizing the big military orders of 500.000+. As long as there is fighting in the sandbox, there will be less, and more expensive .416 Rigby's
