Scoring Guide Question

In prep for this year's target shooting I've picked up some scoring guides.  My question is, are the smaller holes for FMJ shots and the larger holes for the same caliber but using semi wad cutters?  I've never used anything like this before and just want to use it correctly.

I think the smaller diameter circle is to help you center the guide over the hole in the target especially for smaller holes from conical bullets.  If the outside ring covers any portion of the circle on the target, you get the higher score.  Doesn't matter whether you were shooting fmj (small ragged hole) or wadcutter (large clean hole) , you get credit for the full diameter of a wadcutter bullet.  I think.
