Looks to me like someone just put an adjustable MecGar rear sight on a CZ-85. They used to be available. I had about half-dozen of the sights for pre-B guns I bought in 93-94 timeframe but recently sold them on eBay. I am 99% sure MecGar made the adjustable sights of that style for CZ.
