I use pepper spray professionally, and the brand is actually quite important, as well as delivery method. We used LE Bodygaurd 10 for years, then Sabre Red. SR is seasoning in a can, not effective. Now we use Phantom, and that stuff is pressurized evil, works great. However, very true, it does NOT always affect people the same way, have seen people shrug it off for a short time, far, far longer than it would take to accurately fire a weapon. Also, even a blinded person can still pull a trigger, now sending uncontrolled rounds everywhere in a blind panic, literally. Gas also is an AREA effect weapon - spray this in a classroom and everyone will be gagging and running. In that case the foam makes more sense, but it can be less effective. It is, of course, important to note that a bullet may also have less immediate effect on certain people if not in an area, (central nervous system), that causes immediate system shut down, but I'd rather have a good sidearm in an active shooter classroom situation than a can of gas.
