Does not like match mid-grade or cheap 55 grain ammo about inch. Too 3-inch patterns at a hundred yards

Steel case Tula? Nothing I have likes that stuff. Is this an old or newer carbine? the old ones were a 1-12 twist and the new ones are 1-9 IIRC.
