CZ Shadow 2 Safety On Only When Hammer is ...

I bought a CZ Shadow 2. It seems that I can only put on the safety when the Hammer is pulled back, in the SA position.

Also, how is it that I am able to dry fire the gun without racking the slide?

The safety is typical of most CZ 75 DA/SA pistols. Safety cannot be applied with the hammer down. Most carry either condition 1 like 1911s (hammer back, safety on with a chambered round) or safety off and hammer down.

I would guess your Shadow 2 is a DA/SA pistol. The Shadow 2 is available either DA/SA or SAO.  I believe CZC and CGW make conversion kits to make yours SAO if you want.

 That is normal for both 75 series guns, and many other hammer fired guns.

 As far as dry firing goes you can dry fire in DA without racking slide if it's a DA/SA gun. To dry fire in SA (whether it's a DA/SA or SA only model) you will need to cock hammer each time.

I assume your dryfiring for competition practice.  The Shadow 2 is a production or carry optics rig and will start hammer down.  For gun presentation drills I leave it with the hammer down so I get the muscle memory of the da trigger position at the draw.  For multi shot drills (e.g. 6 reload 6), I run it locked and cocked to get the muscle memory of where the sa trigger will be during a course of fire.  I don't deactivate the safety so it stays in the sa position through the drill.

Not on the presentation drills but yes on multi shot drills.  With the safety engaged the hammer won't fall and you can pull it many times and it stays the same.

I use A Zoom snap caps ( https://www.lymanproducts.com/brands/a-zoom/a-zoom-precision-pistol-snap-caps ) when I practice dry firing.  That way I can pull the trigger and not worry about damaging my firing pin.

With a nonfiring pin block CZ's, I've never worried about dryfiring with an oring/snap cap.  But with my method of dryfire, I don't ever really drop the hammer.

If your CZ has a firing pin block, then absolutely you need to prevent damage with an oring.

The CZ Shadow 2 does not have a firing pin block.

Shadow variants and TS variants don't have firing pin blocks.  You can tell by looking at the slide just above the safety if there is a roll pin hole across the slide that is the firing pin retaining pin.
