There's no simple answer to that question.
It all depends on what you want to use it for. Fun shooting at the range? Home defense? Concealed carry?
The CZ-83 has the reputation for one of the best triggers available. And a very comfortable grip.
It is relatively large for its caliber, and almost the size of a CZ PCR or compact, and that might be seen as both a negative (harder to conceal) or a positive (more bulk tames recoil.)
The .380 round (9mm short) is substantially less robust than the 9x19 (Luger or Parabellus) round.
And, while you can move up to the 9mm Makarov round with a barrel swap, the 9mm Mak round still is no match for the standard 9x19. The .380 and 9mm Mak rounds aren't cheap, especially when you buy premium self-defense rounds, while +p 9x19 self-defense and range rounds are relatively inexpensive.
The CZ-75B line has too many different guns -- varying from the P-01, PCR, 75B, to the SA models in both 9mm and .40 s&w. You must compare the CZ-83 to ONE of those guns and see which best fits your needs. That's why your "intended use" must be considered.
