In order to counter government, local government is going to mandate what people must purchase and maintain... right.
I'd have no problem satisfying their requirements, but I still have a hard time viewing it as anything but silly posturing. I don't particularly want the government telling me what I must buy, any more than I want them telling me what I can't buy.
