I looked at Rex brand powder but I never bought some; so I cannot say for sure.
However, there is one very definite trend in USPSA/IPSC reloading for Production in the USA:
Fast burning powder
For example, Angus was using a powder that is likely available in Italy: Vihta Vouri N-310. He once used 147s but I think switched to 124s and to slighty slower powder: N320. Matt is using imported powder know in America as regular Clays - which is extremely fast - and he loads it short.
My usual load for the last 2 years was V V N310 under a Zero brand JHP and loaded LONG for safety - 1.140" or longer - though I recently switched to 124s and N-320 like Angus.
If I were you, the one change I might make is to load the 9x21 with a faster burning type of Rex powder - if there is data to support that. Otherwise, maybe work up w/ a faster Rex powder.
Alternatively, you should be able to buy French Vectan and I believe they make a safe, fast burning, high quality powder.
