Dave, before you settle on questioning the inherent accuracy of your new rifle, there are several other factors I would try to rule out first. The biggest one would be the trigger.
1. If your trigger is a new, stock trigger, it's probably decent to good for a .22 rifle, but not so good for shooting groups. I have a new 452, and while the trigger is not bad, it's still easy to shoot flyers with it, and hard to consistently shoot tiny groups.
2. Ammo sensitivity. While all .22's are ammo sensitive, some are much more sensitive that others. If you find what your rifle "likes," that may be all it takes to eliminate those flyers.
3. Scope, rings, etc. Are you using a quality scope and rings? Is it mounted properly, and have you check to make sure it's not loose, and/or moving when you shoot?
4. Should be 3b. Are your action screws on the rifle tight?
5. Bench shooting equipment. I shoot, by choice, from a bench with sandbags. I probably would get better results if I used a lead sled, or something like that. Shooting consistently good groups from sand bags is not easy for me- but practice makes me better.
