With the 700x, which is mighty fast, I'd be asking myself why I'm bothering to load this bullet with 700X at all, and if I tricked myself into thinking there was a reason, I'd knock .2 off the top and bottom of the window.
Seriously, unless you have a compelling reason to do so, why load a high pressure cartridge like 9mm with a super fast burning powder to begin with?
As to the BE-86, that is slow burning enough that I would trust starting load to protect me. Your seating depth isn't crazy deep.
