Cz83 fires with safety on and slide locked

Just got cz 83, made in 1992.  With hammer down, empty mag, the safety can be clicked to on, which also locks the slide.  I can now pull the trigger in double action mode and the gun fires, with the slide locked.  I have not actually fired a round like this but know that the firing pin is hit.  Is something wrong?  Is this safe?

Something is wrong, safety must not be clicked to on with hammer down.
It is supposed just for "cocked and locked" status and with hammer down safety should be blocked.

Does anyone know what the problem may be?  That is, the safety can be engaged with the hammer down, and the gun fires in double action mode.

With the hammer down, left lower part of safety lever should be blocked by left lower part of sear against moving up. Cocking hammer, lower part of sear moves a little to the front and unblocks safety lever.
Then safety lever could be moved up (to "safe" position) and blocks lower part of sear against moving back to engage hammer.
So if there is a problem - should be in this two parts - damage, wearing...
(I suppose - just tip - the little blocking dent on left lower part of safety lever is broken ?! )

Wow, thanks for the detailed response and photo, Igrlik.  And You are correct.  The safety lever seems to be slightly bent -  i.e. there is about 1/2 to 1 mm play, laterally, at the two ends.  Like the left and right ends are slightly spread apart.  This play allows the blocking dent to slide around (up in the photo) the sear and engage.  If I hold the safety lever against the frame, it will not engage.  And as you said, when the hammer is cocked the sear moves forward and allows the safety to be engaged.  I may try to delicately bend the ends together, then when it breaks, buy a new one.   :) 

Soon after I made my initial post, the trigger spring broke.  I've ordered a new one and should get it next week.  I'll work on the safety then.
