Probably a Czech function tester with a hangover.
I would not worry too much about the test target. They use standard factory Sellier and Bellot ammo and the target is shot by an actual employee of CZ (of unknown skill), both of which are cataloged on the target. I don't think their intention is to show the best possible accuracy from the pistol. Rather I think the targets are there to verify CZ did the final test firing for function and to make sure the sights are regulated relative to the point of impact. It's a nice piece of additional information (that many other manufacturers don't include) but IMO not representative of actual accuracy these pistols are capable of. My P-01 shoots much better than the test target would suggest.
When CZ test fires them at the factory, they're not necessarily going for precision accuracy - they're mainly checking for reliable functionality and to make sure the sights are (more or less) on-target. Other manufacturers (Sig, for example) test fire pistols at distances of 15m or less. The other thing to keep in mind is that CZ's get better the more you shoot them. I'm not making that up. They really do. You probably won't see how accurate your PCR is until you've put about 500 rounds thru it. Mine has a little over 750 rounds thru it now and I couldn't be happier with the way it's shooting.
He's right about that. My first firearm was the P-01. I remember one day I went shooting with my brother, shot it as normal and thought "wow!" but I didn't say anything because I thought I was just having a good day. My brother shot it (he shot it each time I brought it to the range) and turned to me and asked "What did you do to the trigger?". I knew it wasn't just me, then. Congrats on your PCR!
